"As" goes with "as" (remember our idiom word pair examples?). Is it correct to say that the project took "as long….as"? Yes. Keep Choice (1) and eliminate Choices (2), (3), and (4).
Look at the verbs. Do you prefer "as it would have taken" or "as it took"? Choice (5) doesn't make much sense; it implies that the report was written twice. Eliminate.
Choice (1) remains.
