The first sentence is the conclusion
of the argument. It's what the author wants you to believe.
The second sentence is evidence
to support the author's conclusion that the library will require extensive
physical rehabilitation to meet the new codes.
The third sentence is additional
evidence to support the conclusion; it tells
us about the inadequacy of the emergency exits.
