What is Good governance
This could be termed as an ideal state in which the
masses heaved a sigh of relief. The coming of martial law was welcomed
wholeheartedly. It must be understood that no institution of the government
exists for its own sake. They all are meant for promoting the welfare of the
masses, giving them security of life, honour and property. Their goals are to
provide them means of livelihood, keeping them in a fit state of physical,
mental and spiritual health. They create environments full of high but solid
expectations for a better tomorrow. They outer for conditions to ensure that no
sector of the society falls prey to sense of deprivation. Resources are so well
distributed that they achieve a happy state of equitable distribution of wealth.
At the national level an integrated system of
government welds the individuals into a society. It reforms the prevalent
system to discourage sectarianism so that people of different shades of faith
and opinion learn to co-exist without nursing prejudices of caste, belief,
colour and culture. A sense of strong patriotism is cultivated among the entire
nation which enables it to stand against the enemy like an invincible rock.
Such happy state of existence can only be achieved by two main elements: One:
abolition of feudalism because it leads to the concentration of material means
and political opportunities in fewer hands and keeps the majority on
subsistence level and very often much below the absolute poverty line in a
subjugated environment. Two: existence of a true democracy in which every
individual is empowered to cast his vote without fear or favour and gets his
due share in decision making that affects the future of the country and the
people. Since by virtue of its nature feudalism is autocratic, fascist and
dictatorial therefore it does not ever permit the advent of democracy
voluntarily. It has to be abolished to pave way for peoples’ rule. Feudalism
can be abolished either by a leader of vision who is in possession of absolute
power just as during a martial law or by he revolt of the common Gen Iskandar
Mirza, President of Pakistan, abrogated the 1956 Constitution, and imposed
Martial law on 7 October 58. However, Ayub. the Army Chief, deposed him just
after 20 days awl on 27 October himself took over as Martial Law Administrator
and President of Pakistan. man led by a universally popular leader with the
good of humanity at heart. This is called revolution. The government that stands accredited with
the achievement of the above goals is supposed to be providing what is called
‘good governance.’ Judged on this touch stone Pakistan has not been able to
experience the .taste of good governance during scores of decades of its
existence thus for and will not able to do so as long as it remains trapped in
the stranglehold of the rampant feudalism.
