The test makers always keep the scope of the passage reasonably narrow, and it doesn't change much.

A passage's scope may shift a bit, depending on the length of the passage. A brief passage will have a narrow scope. A longer passage can have a broader scope since it allows the author to take the topic into somewhat different, but related, directions. Identify the author's topic and scope within the first few lines of reading the passage.

A consistent scope is a big advantage to the test taker since it means that the early promises of the passage will be kept. The author of the passage will stay within the limited scope he's defined up front.
