To a welcome address at  Chittagong (erstwhile East Pakistan). he said, “Pakistan would be based on secure foundation of social justice and Islamic socialism emphasizing equality and brotherhood of man with equal opportunities for all.”Later in 1977, the great German scholar Prof. Dr Krahnan in his research article on the subject established that the Model of an Islamic State before the Quaid-e-Azam was the glorious Quran.

Prof. Ziauddin Ahmed, a close associate of the Quaid-e-Azam sums up the concept Islamic State as visualized by him: “The Quaid left no doubt about his vision of Pakistan. He also vividly spelt out basic principles for the future Constitution of Pakistan and shape of the coming government.
