Education Function
p>The Holy Prophet said: Acquisition of knowledge is
obligatory for every Muslim man and woman.” Education is the key to the success
of the system. Under a Five Year Education Plan the entire population is to be
educated with the help of Local Government’s network. The Union Councils are to
set up primary schools and ensure that every parent, in their jurisdiction,
seeks admission of his children to the school, failing which he faces
prescribed punishment.
The syllabus is designed centrally at the highest
level. English and computer, along-with other traditional temporal and
religious subjects, are taught with effect from class one. Reading material,
training aids, stationary is provided by the state. Students who can afford are
charged nominal fees; those who can’t get free education. At Middle, Secondary
and Higher Secondary levels sciences, humanities, arts and commercial subjects
are introduced. After higher secondary schooling, students go for
specialization in engineering, medicine, business, armed forces, religious
scholarships etc.
Male and female teachers are drawn from local
population. Their training is arranged by Tehsil and District Council
authorities. These teachers are offered attractive salaries to give them sense
of pride and make them economically self-sufficient and willing workers.
Since economic prosperity and spread of education
go hand in hand, the other complimentary task of the Local Governments is the
promotion of primary industries to make use of the local raw material and local
talent. These are agro-based cottage industries, dairy farms, poultry, fish and
sheep farms. Income generated at lower level on a broader base ushers in era of
prosperity. It creates demand for all kind of consumer goods which is met by
large scale industry. This leads to faster industrial development creating all
kinds of jobs and improving all round commercial activity.
To finance the plan substantial budgetary
allocations are made under the head human resource development. International
aid agencies eagerly offer funds for the purpose. However, a small education
fee is also charged along with income tax and land revenue to give the entire
population sense of participation in ushering in the great education
revolution. As a result of this the nation gets educated within a period of
five years. The individual becomes economically independent and feels well set
to perform his role in the political field as a voter to elect only the right
kind of leadership. These elected representatives are well educated, God
fearing, men of ‘taqwa’. They are fired with urgent desire to run the country
as ordained by Allah in the Holy Quran and Sunnah of the Holy Prophet (PBUH).
