This might have gotten you if you forgot that what we need is the time, not the hourly rate, which we know from the stem is the same for both. Statement (2) alone does not tell us that both A and B would take the same amount of time to install. Maybe A is a snap to lay down and B is a real hassle, so this statement is insufficient to tell us which carpet will be more expensive overall.
