Issues to implementation

Many issues still remained unattended to in the monitoring and implementation of the vocationalisation of education.
Firstly, regional needs and local employment opportunities were hardly taken in consideration. Secondly minimum qualifications for recruitment to the services in the government and public sectors were not modified. And preference was given to those completing the vocationlised stream.
 Thirdly, there is the lack of opportunities and preferences to the students to improve their qualifications in the same course in a high vocational institution. So students find no motivation for going for these courses.
 Fourthly, vocational courses were introduced very hurriedly and without adequate preparation. No vocational surveys were conducted so they did not have any information regarding employment opportunities, emerging patterns of occupations and job training facilities. The state selected vocational courses without taking these things into consideration.
Fifthly, the heads of the institutions where these courses were introduced had no clear concept of the philosophy. Similarly teachers did not have adequate qualifications and professional experience to conduct these classes. That is why the scheme could not succeed.
