Every time there is a change of government in Pakistan, a dictator is found sitting on top as the head of the state. In whatever form the change may come, it matters little. It may be an elected government thrown up by a proper democratic process or a government installed in place of a dismissed one. It could also be a coup staged in the middle of the night by the military with a solemn promise to hold elections within 90 days to pave way for the advent of democracy or it could be an outright take over of the government in broad daylight with the declared objective of giving to the nation an unadulterated form of democracy. The end result inevitably remains the same. The question is why democracy fails to come to Pakistan? A short question has a somewhat detailed answer.
